The Democrats passed the Clarity Act.

Republicans point to Democrats shutting down the Clarity Act after receiving more than 120 proposals.

Republicans say Democrats have just missed an opportunity to pass a digital asset bill that would reduce costs, increase the speed of transfers and put more money in Americans' pockets. After over a year of negotiations, the Clarity Act contains more than 120 changes demanded by Democrats.

Negotiations that the Republicans see as Democrats not accepting final terms.

Republicans said that they and their colleagues had been negotiating the bill with Democrats for more than a year, with the final proposal containing over 120 changes demanded by the Democrats but rejected by them.

In the Republican view, such a negotiation is not only uncompromising on policy but also political in its stance toward America's financial future. The Republicans noted that every time Democrats get what they want, new terms are set up instead, making honest negotiations impossible to achieve.

The ethical and law enforcement requirements indicate that the negotiations have been concluded.

Republicans noted that many of the issues Democrats had asked for have been addressed and implemented: an expanded ethics code, a new set of ethics rules relating to President Trump; an ethics law covering political office holders and spouses; a real role for state attorneys general in enforcing laws; and more tools for law enforcement officers to combat money laundering.

Republicans also noted that the reason for supporting this bill is because digital assets have the potential to reduce transaction costs, speed up payments and help small businesses grow but require clear protections so customers and investors are not taken advantage of.

The impact on investors, consumers and small businesses.

For the general public, this argument reflects that digital asset legislation in the United States has stalled despite Republicans pointing out that they have already added several protections and ethical regulations. If legal proceedings don't move forward, the impact on Republicans is that opportunities for citizens to access affordable financial services are accelerated and small businesses may be slowed down.

What remains to be seen is how the Democrats will respond to the Republicans' conclusions, and whether or not the draft Clarity Act has a path back into consideration. In the meantime, debates over consumer protection frameworks, investor protections, and ethical standards for relevant officials will remain critical prerequisites for moving forward with digital asset legislation.

It's a warning.
