According to Tether's latest announcement, the National Bank of Kazakhstan and Alatau City Authority have signed a memorandum of understanding (MoU) to study the possibility of stablecoins that would link value with tenge and convert real-world assets into tokens.

The memorandum of understanding requires the partners to jointly study a global stablecoin issuance model, potential use cases and prepare proposals for Tenge-backed stablecoin pilot projects.

The agreement also covers real-asset token development, identifying assets with the potential for tokenization and plans to launch a pilot project in Altau that may use Tether's Hadron platform.

Additionally, the trio will host hands-on workshops and training programs on stablecoin issuance, reserve fund management, and real asset tokenization.

Deputy Governor of the National Bank of Kazakhstan Binur Zhalenov stated that the central bank has a roadmap for issuing stablecoins and tokens globally, giving priority to financial stability, business transparency and investor protection.

The move comes at a time when Kazakhstan has become the destination for digital asset projects, with the same source reporting that Balaji's Network School turned to opportunities in Kazakhstan after encountering obstacles in Malaysia.

Kazakhstan, the world's largest landlocked country, has been pushing digital assets this year with plans that include stablecoins, real-asset tokens, crypto payments and mining.

In September, the government approved a 65-point plan covering 10 sectors to develop the country's digital asset industry, including measures for expanding tokens of real assets, digital payments, international account settlement and crypto mining.

The government also ordered the Ministry of Energy and Digital Affairs to use production capacity from gas-fired power plants and coal for zero drilling. According to government data, Kazakhstan was among the top 10 in the world for bitcoin production in 2017.2025

Kazakhstan's National Strategic Crypto Reserve is valued at US$700 million, while 34 digital asset projects have completed testing in the central bank-supervised sandbox, according to a statement.

It is estimated[by whom?] that Kazakhstan holds the seventh largest amount of bitcoin in its database, with an estimated3,544 BTC $294 million.

In a market context cited by the same source, Raoul Pal's journal notes that funds are starting to turn back fromAI to crypto.

For the reader, this signing was not an official launch of a stablecoin linked to fiat currency but rather a step in studying, designing frameworks and preparing pilot projects. The points to follow were the scope for using Hadron's platform in Alatau, details on managing reserves, and the outcome of Plan 65, measures to switch electricity from gas and coal to zero drilling.

A word of caution.

Content is just information, not investment advice. Highly volatile digital assets should make rational decisions.
